The following is an overview of the projects in the Ala Moana Regional Park Master Plan that we are opposed to and the points about why. You may find these helpful for writing your testimony. REASONS TO TESTIFY OPPOSING THE 4 ALA MOANA PARK PROJECTS

Makai side Development Prohibited —Ordinance 18-46, December 21, 2018.

Prohibited by Policy Resolution 98-188 CD1 – resolution prohibits the building of structures to activate areas in city parks

• The Ala Moana Park Master Plan EIS process has been flawed through the entire process
• The EIS needs to go to a 3rd Draft EIS because of multiple EIS violations and non-compliance
• The Mayor has not listened to the people. The people have insisted that they want the park to be loved by fixing what needs fixing and maintaining what needs maintenance.
• The people want the city to keep Ala Moana Park clean and keep it green.
• The sidewalks are being run over by wheeled recreation vehicles of all kinds and that has to stop for safety reasons.

 POINTS OF OPPOSITION TO THE ALA MOANA PARK MASTER PLAN & EIS

 Widening of Makai Side Shared Use Path (s) (aka “Promenade” in EISPN)

• Makai side Development Prohibited —Ordinance 18-46, December 21, 2018.
• Safety issues—Pedestrians vs. all types of wheeled vehicles
• Environmental issues—concrete vs. grass, sea level rise
• Prevents Local and cultural practices—how people traditionally use the park
• Liability issues

Dog Park near Kewalo Basin within Ala Moana Regional Park

• Violated Stat EIS law – was not disclosed until after the EIS process was started
• State EIS laws prohibit undisclosed action items
• Animals prohibited by laws posted in the park, but may traverse the park on leash
• Health Issues—Diseases spread by dog feces (hookworm, Campylobacteriosis)
• Safety Issues—Who will regulate?
• Increased Maintenance Issues—Waste stations, watering grass,
• Liability issues

PERPENDICULAR parking stalls mauka of Ala Moana Park Drive

• Safety issues—backing into the flow of traffic, backing into pedestrians
• Increased damage to cars
• Loss of grass and trees
• Parking study insufficient
• Liability issues
• Traffic flow will be slower with cars backing out into traffic

Replenishing beach shoreline with sand and dredging sand from the areas outside the surf

• breaks known as Courts, Concessions, and Baby Haleiwa
• Insufficient turbidity impact study—failure to include indirect and secondary impacts
• Insufficient study of effects on marine life and plants
• Disruptions to the beach—getting to spots, using spots, swimmers,
• Displacement of sand can cause changes to make up of sea floor

One-acre “World Class” playground

• Violated Stat EIS law – was not disclosed until after the EIS process was started
• Prohibited by Policy Resolution 98-188 CD1 – resolution prohibits the building of structures to activate areas in city parks
• Loss of green, open space used by other park goers on a daily basis
• Reduction in “permitted use” space for special events like birthday parties,
• reunions, etc. for the public
• Insufficient impact study on sewer, security, maintenance and equipment repair,
• debris entering the ocean and adversely impacting the ecosystem
• Design determined without being open to others to bid
• Cost is not reflected in $144 M budget. No estimate of maintenance costs.
• Impact of 500-person capacity playground on traffic, parking, etc.
